I think its likely that Crusaders were told that they were not going to get a licence because of their financial situation and so withdrew to avoid any embarassement to the RFL.

Without a doubt that is what happened. KMPG's report will have blown huge holes in their bid and the RFL had no choice but to 'ask' them to withdraw.
