Chinn and Chapman were the songwriters who wrote just about all of the hits. Sweet had two parallel careers going on at the same time - the glam thing with the Chinn/Chapman songs and also their own, heavier material (played without the make up and spangles).
As for the 70's not being all they were cracked up to be music-wise, here is some damning evidence for the prosecution...

The 60's were the coolest decade ever, it was inevitable they would be followed by the naffest and it was I remember it decade ever IMHO. For every Zepplin there was a Bay City rollers x 6 and that's all that folk remember - no one remembers Ken Dodd being one of the major chart toppers in the sixties.
