Massive cuts in public spending. A Community stadium with associated sports facilities available to all to use for no cost as it is being paid for by the developer, and much needed employment in the associated development.
Yes, you're right, I can see how they would choose to cut back on some of the huge amount they are spending on Newmarket. Maybe they'll choose to cut it back by 50 or even 100% that will make a huge difference to them.
