Is that because the international selectors pick the wrong players or is it just a development issue.
It seems to me that in both League and Union the selectors for rep sides take the easy option ie big and fast. If you are a 12 / 13 year old and are bigger and faster than anybody else then the game of rugby is easy. Selectors tend to see these players smashing through tackles scoring tries at will and selecting them. They then get better coaching, advice etc but are they the best players. If 95 % of them do indeed ` fail` them something is wrong.
The best scouts / selectors must be able to see past the good big lads and see the yet to develop , high skill level, big hearted, athletic players.
