Call me a Luddite, but who changes the the Rules and constituent Clubs year on year?
Who changes the competitions?
Who changes the promotion and relegation rules?
Sorry, but as far as I can see, it's the good old (and possibly incompetent) RFL!

The clubs themselves run the RFL.
Until it is totally independent of the clubs and their limited views, the game will continue to be seen as something that exists and no more.
There needs to be fundamental change, but if there is,I won't live to see it.
Cougarmania showed a glimpse of the possibility, but was never developed with other changes to be a dynamic force to expand the game both on the field and the media. That was and still is the RFL biggest problem and it's weakness
