It's a bit of an ambiguous paragraph that could all kinds of speculation could be drawn from.

It reads to me like the club (and not just ours) desperately need every penny they can get their hands on, including bar takings!
Seriously, I wonder how much some kind of appeal for 'small change' would generate on matchdays - you know, buckets around the ground, in the bar, that kind of thing?
