I'm sure I read somwhere that any action against clubs for fielding weakened teams would be bound to fail as the club fielding the weakened side would be able to justify it on the grounds of protecting the welfare of its players.
Since the European Cup expanded into the CL its generally accepted that there are just too many games for a club to play its strongest side in every match. Utd also progressed in the domestic cups and regularly have to release players for internationals. Hence they have to operate a squad system to limit the number of appearances of their players. That being so its legitimate for them to pick and choose which matches they play their best players.
Wouldnt surprise me if Newcastle, Boro & Sunderland discussed the possibility of legal action but I expect they'd have been told it would be a waste of time.

After Sheff Utd got compo off West Ham anything is possible....but in truth they had 37 games to avoid the position they are in and Man U can play who they want and it will not be their fault the teams that go down do so.
