Well, Liverpool fans want Liverpool to qualify.
I'd say that most "neutrals" will want Liverpool to fail because it'll be funny to see Liverpool fail, just like lots of neutrals will want Chelsea to screw up the title challenge, or Chelsea to lose to Pompey in the final, or a "big" side to get relegated (like Newcastle and Leeds did) but it's not something that the PL particularly needs.

It's better if the gap closing between the top and the rest is because the rest are improving, not because the clubs at the top are in decline.

No one knows what is
better for the PL. Citeh could get 4th spend another £250m on players and then end up mid-table next season. Same with Villa or Spurs, they could get 4th, try and spend to keep their position and be really poor next year.
Even if Liverpool scrape into 4th spot, they will have done so at the skin of their teeth and it'll barely be deserved. Rather than there being an actual "top 4" it would be a top 3, with 2 of the 3 genuine contenders and the other just hoping they can catch them. Then there's about 4 or 5 clubs chasing the 4th spot.
