Football shares the same problem as Rugby League, in that its fans care more about their own domestic teams than their international side... Probably caused by the fact that those fans are lower end working class, leading to them being more 'tribal' and inward looking - Youngsters in these type of communities are brought up with a more narrow minded mindset and seem more inclined to aspire to want to play for their local 'tribe', rather than represent their larger nation.
Compare to Cricket and Rugby Union, followed and played by what people would consider a more educated and open minded class of person - Their international game is head and shoulders above their domestic game. Youngsters in those sports actually aspire to represent their countries, their domestic sides are merely a stepping stone to the international pinnacle.
If we got into the psychological nitty-gritty of all this, you'd probably find it has something to do with financial ambition - A youngster from a deprived background, at the age of 15, probably finds the idea of being paid £100k a week a lot more appealing than pulling on an international shirt?
