Why is it beyond you? Did you see his Copa America? Have you seen his performances at Liverpool and Ajax? Did you see his performances for Uruguay at the last world cup?
He's a top player. He asks just about every question of a defence other than true height and strength. He's quick, agile, skillful, industrious, his movement is exceptional and he is actually a good finisher, he's just struggled to finish consistently since he's been here. His all-round game has probably been as good as any forward's in England since he's been here.
IMO, he is world class, the only strikers in the world that I'd take over him are: Messi, CR7 (not quite a striker), Villa, Falcao and Hulk. Whilst I'd put him on a par with players like van Persie, Higuain, Pato and Aguero. But that's for Liverpool and I'm biased, you could make an argument that most/all of those above are better, but you could just as easily make an argument for Suarez being better.
Torres is/was a top player, the problem is; he hasn't really had a full season for years. Last season he was disastrous for Chelsea and average for Liverpool, the season before he was good for us, but suffered from injuries again. There's no doubting his quality, but you can't live off reputation for too long.
