There were two massively different reaction times for those incidents. One was an instant reaction that can barely be seen in real time. The other took probably 15 seconds from start to finish.
He should be done for the celebration* and get off with the stamp. Cristiano Ronaldo got off with his blatant kicking of SWP (?) last season. Rooney gets away with more than that about 10 times a game.
