I think we need a worker who can make solid metres instead of another impact prop because I think there would be a lot of pressure on either Prescott or Eamon to get through a bucket load of tackles which is not the sort of pressure we want on these players.
Luke Bailey or Civonaceva for next season to replace Coley
LMS to replace Fielden the season after because I don't think he will be released before the end of his contract although a swap involving him and Andy Lynch would do nicely
The Enforcer prop is the worker prop. Leading by example making the hard yards and tackling up.
Look at it this way, start with a house enforcer/leader/capt and Feka for example, Enforcer (Ross, Luke Bailey will play for about 35mins being took off before half time (This is how they work these captain props in the NRL) Within this time you've had Feka smashing the line for 20. When he's blowing take him off an bring on another impact smashing the line for the rest of the half. Between the 2 you have 80mins of impact smashing the line. The younger prop (Prescott) fills in where needed, probably subbing for the enforcer. That's how to create a dominating front row.
You speak of a 'worker prop', well what do you think an Enforcer prop does? Just stand there pulling his face at the opposition? The young prop is a future 50/60min man, learning off the experienced enforcer.
Petro is too old. Bailey or Ross for me, Ross is more intimidating but Bailey has a great work rate. I would also consider the oger.

Smith.
I would then sign a top quality 7 and a top quality hard agressive prop.

Petro isn't to old imo. I’d say prop is the only position on the field where you can play on for much longer into your 30’s mostly because you normally only one of four people in that position in the team. No other position on the pitch has three other people doing the same role as happens in the front row. Also the attributes that go first due to age such as a yard of pace don’t effect the front row as much as they do other positions.
No where else on the pitch would I advocate signing a player at Petro’s age as I agree with the principle of continuity and not having short term fixes but if we could get in a young class HB to partner Sam long term then we could easily make a very strong case for signing a legend like Petro.
If we were to sign Orford tho I wouldn’t take Petro as it’s all about getting the balance right and as a team as I said before we can carry on player like Petro who is at the end of his career.
Btw as a side thought is Asotasi not coming off contract at the same time as Fielden? He’d be one of my top targets that year.
