I think it goes back to the age old problem & question - how long do we give teams to sort themselves out? How many chances do we keep handing out knowing that the top level of the game isn't going forwards (it's actually going backwards imo)
A 32 team league would be great but I don't think it can ever happen. 10 teams is more than realistic and it's not too much of a jump to argue it would be truly competitive without compromising on quality.
