The players you list are clearly not in contention for the final because they are either injured or have been out on loan. Roberts has had more starts in the first team than all those players and including Hock who is in the 21. Madge has said that he is now fully fit and back in first team contention. So for me it is odd to leave him out of this photo as there is no significance to the number 21. The squad is 19 and so there are two extras anyway.
