Victim Surcharge, I also had a WTF moment as there wasn't a victim. The BBC link says that it was introduced for criminal, since when did a motoring offence like this become a criminal issue?

If you got taken to court and fined for littering in the street, you'd have to pay a victim surcharge. It's basically just a hidden tax, but it goes to a decent place. |

Apparently it was that, or a chip pan fire in Spring View (personally, I would have gone for the chip pan fire, it can be devastating losing your chip pan).
