Care to explain what practical completion is? I'll save you the trouble, Practical Completion Certificate transfers possession of the building to the
client, and the Making Good Defects Certificate trigger the release of the retention.
In standard contractual form, ‘When in the opinion of the Architect Practical Completion of the Works is achieved, he shall forthwith issue a Certificate to that effect and Practical Completion of the Works shall be deemed for the purposes of the Contract to have taken place on the day named in such Certificate’.
The stadium would require this certificate granted by the Architects involved for Saints to gain possession of the stadium.'"
Actually the contract for Langtree Park was a design and build contract and therefore responsibility for assessing completion would fall to the Employer's Agent as the Architect (if one was employed) would be employed by the Contractor eg Barr. HTH.

HTH.'"You have proved my point the design and build procurement method shifts total responsibility to the main contractor Barr in this case for the construction and design of the stadium. I presume Barr use their own design team to produce and over see the design and therefore they are still required as acting architects to authorize the Practical Completion Certificate and hand possession of the stadium to Saints. If this incident happened prior to completion this certificate wouldn't have been granted. And I was correct with Building Control enforcing Fire Safety and Safety of Places of Sport Act 1987 which would see the stadium unfit for use until the roof issue is rectified. You can take back your "absolute rubbish" comment now.
