I've read the Salary cap rules a few times now and from every thing i can see they don't need to be able to pay his current salary at all.
From my reading of the rules the only stumbling block in getting rid of a player is whatever termination fee is agreed.
The termination fee counts on the salary cap of the selling club, usually on a pro-rata basis over the remaining term of the contract.
so lets say a player has 2 years left on his contract, and agrees a £50,000 termination fee, then £25,000 for the next 2 years still counts on the salary cap of the club terminating the contract.
I'll try and look further to see if there are any specific exclusions for 'transfers' but i'm sure a player could always have his contract just terminated if there are clauses in his contract to agree termination, and a suitable termination fee can be agreed between club and player.
