Moving off the mark has always been a penalty offense but is very rarely punished, despite it happening many times in every game so this is hardly a new "interpretation" but like these other changes it is heavily dependent on the refs actually policing it. I will reserve judgement because it may well be like many other of these changes - the first couple of games result in a lot of penalties before things slowly drift back to how things were.
If it works then it will be a positive step but as always it depends on implementation.
If they'd shown foresight and a little sense at the start of the season we'd probably be 2 points better off now. Why has it taken 12 rounds plus Cup games etc to see this when we fans could see the problems from week one?
