That's probably because, instead of giving them to the club who are supposed to occupy the entire end, last year someone at the RFL sold tickets in those blocks to Leeds Utd (yes, football, not rugby) 'fans' who spent the entire match ruining the occasion for all those around them.
This year they were also 'not available' to buy from Warrington, but had been retained by the RFL ..... presumably to be sold again to supporters from any other club apart from those who should be there. Who knows, if we're really lucky, there'll be some Millwall & Shaktar Donetsk fans wearing Wigan shirts for our entertainment.
