Quote: Mountain Man "What is daft is they form the scum then run off to their positions, then re-form the scrum when the pack get there. Here in Australia those that form the scrum have to stay in it. They have to stay bound which often means they stand there for a minute. While the opposition still get a rest. If they lift their heads up the ref restats the clock.
Somewhere in between would work better. Those that form the scrum have to compete in it. They don’t have to stay bound, but they do have to stay in formation. Then the opposition have 20 seconds from the moment the clock is stopped or they are penalised for time wasting.
They should also give a penalty at goal line drop outs rather than stop the clock. You have 20 second to take the drop out of a penalty under the sticks.'"
I've always thought this. It a winger forms up at prop he should remain there for the scrum. However, making secod rowers stay bound is unfair when the opposing team simply saunter to the scrum.
