Paul is kinda right, but he's no need to mention those so-called "quota" players, because they're covered by the real rules, as he does kinda go on to explain, wrt Obst.
The Superleague site has the simplest explanation:

Seriously I would rather sign Andy Raleigh (grafter though), Ewan Dowes, Paul King ect over Luauki thats how poor I rate him.
I don't see how he fits into the team, really don't.
I would go as far as saying I would rather have Ryan Bailey over Luauki I really would.
Surely if we are desperate for a prop there are far better players than this bludger.
