Paul is kinda right, but he's no need to mention those so-called "quota" players, because they're covered by the real rules, as he does kinda go on to explain, wrt Obst.
The Superleague site has the simplest explanation:

Scroll down to the bottom of that page, where it's all explained fairly simply. Notice there's no mention of an overseas quota.
The only bit to add to that is the "existing contracts" bit, as I posted above.

| Seriously I would rather sign Andy Raleigh (grafter though), Ewan Dowes, Paul King ect over Luauki thats how poor I rate him.
I don't see how he fits into the team, really don't.
I would go as far as saying I would rather have Ryan Bailey over Luauki I really would.
Surely if we are desperate for a prop there are far better players than this bludger.
