I've never noticed it before but I think I will notice it more often now it's been pointed out. If he does do that then it's a very clever way of manipulating the rules and finding a loophole.
IMO the RFL needs to clarify this rule - a simple if he wasn't looking at the ball it's a penalty is far too vague IMO.
