To be pedantic, Bradford Football Club aka Bradford (Park Avenue) were members of the NRU in 1895. Bradford Bulls were formed when Bradford FC joined the FA.

But look at just about any other professional competition and you'll see the winners coming repeatedly from a small group of clubs with gradual changes over a long period and newcomers occasionally joining the select group when somebody comes along with loadsamoney (e.g. Manchester City and Warrington Wolves),
