Everything to do with management, they are the ones that set up the contracts for facilities and manage the day to day business interface. Steve was an end user, and as a consequence of either mis- management, lack of action by mgt and/or lack of business communication he left.
Root cause was lack of mgt action in one form or another (given the information you have provided). Steve is the doer not the decision maker. He raises issues, mgt action them if appropriate Do you see the difference? Maybe I shouldn't have asked that question given your reasoning and lack of understanding of business responsibility.....and you default setting of defending the business.

On the facilities at Trailfinders, apparently the RFU have no issue with players and match officials using the same toilets as fans! Hence no great push to provide more toilets, they have built more for away players by the way. And that was the RFU inspection when it became a possibility Ealing could have been promoted.
