Years ago we were second from bottom, the following year we had incumbent Origin and International players signed. We finished higher but just out of the finals (from memory). That's an improvement. Difference being when they were second last, they announced a few of their marquee signings early for the only time, to give hope to the fans. This time, they've kept schtum as normal. This would suggest, and without foundation, that the haven't signed the likes of Hetherington, Barnett, Dymock, Moran, Tozza and Roy. For those who remember, I even interviewed a couple of these people for the London website way back when, this was to try and keep people's chins up in tough times.
It is not blatantly false, once all the prospective "candidates" were told of the restrictions and saw the lack of ambition, they one by one pulled out, trust me, no bugger wanted the job!

No PR/Marketing department.
No money for any "marquee" signing.
No mid-season monies.
No strategy for fanbase growth.
No strategy for Amateur Club growth.
I could go on, but just about all the London fanbase on here are fed up to the back teeth of hearing about it to be honest.
