They can, they always have.
The RFL could afford to buy Odsal. Bradford can afford to pay the rent on their own. That made it viable.
Had Bradford property values been higher then the RFL couldn't afford it. Or if Bradford weren't a relatively well supported side then they couldn't pay the rent. In which case the RFL would have shrugged their shoulders.
