In my previous experience with a major sport, key pollys (among other prominent business men and former stars, tv execs, key media etc) were sent a season personalised VIP pass. This enabled them access to the chairmans suite at all rounds/events and access to most areas of the venue. All the VIP card holders had to do was call in advance and they would be able to bring hangers on and usually get extra money cant buy experiences and arrange media if need be.
The take up was amazing at each round, and the millions upon millions that have been pumped into the sport by governments of all levels is astounding.
