Not necessarily... If it's a recurrence of an acl injury then it's pretty obvious that he's most likely not doing his rehab correctly. An ACL knee reconstruction should be stronger than ever as long as you put the work in during rehab.
Obviously I don't know if that's the case, maybe he's just extremely unlucky. But from experience it sounds like rehab could be the issue.
