Currently a player can play himself onside by moving into position atmarker after the ball is played. Reading that it looks to me like they've gone back to him having to retreat 10 metres. Which is good.

Not quite. Someone has pointed out on the LE forum that the new rule is 10 metres from the centre of the scrum. The current rule is 5 metres from the back of the scrum. If the wording is correct it will mean the defensive line will be about a metre further back than they currently are, which won't make much of a difference.
