Sadly it seems Leigh are copying the Airports questionable reasoning on banning food and drink unless bought on site.
At sports grounds I've generally only seen old people, families and those with little spare income who bring there own food or drink so a pity they'll feel this ruling more than most. It will be Leigh Centurians that get the negative press from this which is a shame.

Presume the new high security arrangements involve full body search including any items hidden under flat caps , ferrets , lobby and pies presumably on the banned list !
