You can't copy and paste as the operational rules are now in image format not text.
The only thing pertaining to Non federation trained:

As also stated,some clubs could be granted an exemption, in such form as the Board shall decide.
Also to be noted is the last paragragh on C1:4:2 which states Canadian,American and Jamaican passport holders don't count towards the maximum number of overseas players which can be signed by Toronto.
What it doesn't state is what is the maximum number of overseas players allowed for Toronto.
Very vague rules I'm afraid,plenty grey areas. |

Any therein lies the problem, too much confusion/interpretation.
The rules say 'Each Club' can have a max of 5 Overseas so I don't see why it'd be any different for TW |

The issue is they name TW, they state exemption and they state the word "maximum" to that club. Which yes I agree as it states each club can have a max of 5 overseas players,TW's paragraph carries an alternative as "5" isn't mentioned. |
