The problem the game has is we do not have 12 of those clubs you speak of, so if you enforced your criteria you would currently have Leeds, Wigan and Warrington and possibly Hull and Saints, you then have Cats over the water - a SL of 6 would be difficult to promote
What we need to do as a sport is grow the elite and create a pathway to that elite, is this the best way? Its certainly a huge improvement on what we had but I have advocated two Full Time tens since 2002 so I firmly believe in that structure as the platform to create a genuine elite with a second tier to grow from and fall into as circumstances change.
For our club this breathes life into us, and if what has been muted reference funding materialises, we realise we must be full time to hit our goals and those of our sponsors.
2014 looks like being the most important in this clubs history imo
