I notice that Centurions twitter was welcoming Keiron Purtill and Ste Mills to their new jobs, starting today. Perhaps that indicates that their previous contracts expired on 31 October. I assume that applies to players too, so that a restriction on announcing new signings (i.e. they were on contract somewhere else, until today) has been removed.
