Thanks for that, were do you find the rules on quota players?
If a Championship club has a Canadian player, do they count on the quota? I would assume they wouldn't, as then Toronto would have an unfair advantage.

They'll be in the rules somewhere, not sure where exactly though but it's been that case for a few years now.
I wouldn't imagine a Canadian/American player would count as Non-Fed, if you had to have a minimum number of club trained and they were all Canadian/American then they'd all count towards Non-Fed

Section C1:4:2 of the Operational Rules state that Canadian/American/Jamaican (as someone pointed out earlier) don't count as Overseas for Toronto, it also states that you can have a max of 5 Overseas players, which is odd as it's definately 7!

So Leigh have 6, so may be one of these players has EU /US/Jamaican citizenship?

Leigh have the following
Widnes have 10, so not sure which players have dispensation there. AFAIK it's got nothing to do with passports, it's whether you're Federation Trained or not

Reni Maituai (French Canadian) - definitely non Fed trained
I get that as 9 non fed trained, with 7 allowed. Also isn't Emmitt classed as Australian now???

Burroughs doesn't count as Non-Fed for TW as he's American. Emmitt is Federation Trained (Saints) and didn't someone say Reni had left?

Burroughs is Non-Fed unless he played in a fed country between 16-20. One of the anomolies of the system that Rowley flagged when Jacks was released. Like Widdop also being non-fed if he was to play over here.

The fact he's American is of no relevance to non-fed rule, it's which systems he came through and learned the game in that counts. I don't know enough about the player or his history to comment on that.
Canada and UK (And US I suspect) are members of same RL Federation, so have the same pool of players available that aren't part of their non-fed trained allowance.

Fair enough, although the fact there's so much discussion and confusion around the rules isn't exactly helpful
