Who knows and do the RFL care anymore. Its just a way for lower league clubs to have their identity and ability for player development removed. On the back of no player development will come no franchise/licence due to this

There's nothing wrong with bolstering your squad with a couple of decent young SL players. It's better than signing the rubbish you sign once we dont want them. Maden, Duffy et al

Duffy couldnt get a spot in one of the worst Wire teams i've ever seen.
He's alright but you're much better having these few dual contract players, ten times better standard
