That's the overseas quota rule, not the non-fed trained rule. Like I say, I don't know if Burroughs counts as non-fed, my point was the fact he's American alone doesn't exempt him. I think the non-fed rule was brought in because of the number of Aussies coming over with EU passports.

As also stated,some clubs could be granted an exemption, in such form as the Board shall decide.

Also to be noted is the last paragragh on C1:4:2 which states Canadian,American and Jamaican passport holders don't count towards the maximum number of overseas players which can be signed by Toronto.

What it doesn't state is what is the maximum number of overseas players allowed for Toronto.

Very vague rules I'm afraid,plenty grey areas.

Any therein lies the problem, too much confusion/interpretation.

The rules say 'Each Club' can have a max of 5 Overseas so I don't see why it'd be any different for TW

The issue is they name TW, they state exemption and they state the word "maximum" to that club. Which yes I agree as it states each club can have a max of 5 overseas players,TW's paragraph carries an alternative as "5" isn't mentioned.
