seems to be a problem your end as no one else seems to be having that problem, try updating you video codex

No idea what that is, but could it effect both an ipad and a laptop running Windows?

possibly a problem with your internet provider,with your connection speed, without knowing full details of recent your downloads, details of your account etc. etc.. it is impossible to deal with it remotely, update first your windows with the latest drivers, check if your account is active but first start with a reboot of your machine that sometimes clears a problem with windows, as for an ipad I know absolutely nothing about that media, but as no one else has reported a problem it would seem to be at your end.
