The justification was that in the past some people would have a child's ticket and they were well past 16 (I won't name and shame, but a famous poll creator may have been guilty of this in his late teens)
However if all these tickets are being distributed through schools then could this be properly monitored in High Schools? If they come via a headteacher or organiser who would authorise it from each school, it'd stop anyone from cheating the system. Maybe charge the High Schoolers a little more than the Junior Schoolers. The more people we can get in to the ground the better, and the High Schoolers are not far off the age to start giving us real money!
Having said that, I appreciate it's easy for me to assume this not knowing the organisation behind the scenes, and costs of this and of course it's probably all done by hard working volunteers - just an idea from me.
I though the stat that Alan gave, that we used to have over 800 junior members, was amazing btw
