Sorry everyone. Just read the article in a bit more detail. The reduction is one miilion pounds over 2 years and the halving of players particpating in sport at least once each week has occurred from 2008 to (Apr 2010 - Apr 2011)
If we are to keep the unloved franchise system to decide who should play in our top league then why don't the RFL have it wriiten in the franchise that each club must have x amounts of school children playing the sports in a 3 year period and have them affiliated to the town/citys RL club who is bidding for a franchise.
