If you wan't the technical answer;
Cotonou country passport holders are, as a consequence of the European Court of Justice’s 2003 ‘Kolpak’ ruling, given free movement to work within the European Union (and therefore the UK).
- The Kolpak judgment declared that citizens of countries that have signed agreements with the European Union, have the same right to freedom of work and movement within the EU as EU citizens (subject to any visa restrictions)
- Thus any restrictions placed on their right to work (such as quotas setting maximum numbers of such foreign players in sports teams) are not compatible with EU law.
So if he holds a Samoan passport, he falls under the Cotonou agreement, and hence does not fall under the quota rules. So you are correct.

you would think the Captain of Samoa has a Samoan passport.

I thought this current ruling (Fed and non-fed trained) replaced the previous, which mean't Kolpak could no longer
be used to artificially increase any clubs compliment of non EU players. Whether Asotasi has a Samoan passport or not, doesn't matter.

Yes exactly. A good move by the RFL I thought as it gets round the employment law side of things well.
There are some exemptions to the ruling such as any player registered in the UK pre 2008 will count as Fed trained (so off quota) such as Francis Meli, Ali Lauititi etc, and any player involved with the Crusaders when they went belly up are considered Fed trained (so off quota). But as these players near retirement we should start to see the number of 'overseas' players at each club reduce down towards the 5 mark as a maximum. I seem to remember some clubs having 10 players in their squad that were overseas at one stage but didn't count as quota because of the Kolpak ruling.
