Exactly, with the difference being that Warrington is a medium sized town and Barcelona one of the greatest cities in Europe. I know where I'd rather live.

Been to Barca many many times.
Great place.
Never ever had an trouble of any sort. Stayed on Las Ramblas and in the side streets off it.
I can understand if you have a bad impression from the one visit, but I think it's not really any different from any other city.

Mixed views on Barcelona, i spent 5 nights there and although i was offered every illegal act and substance under the sun i never experienced any trouble regarding pickpockets and such like.
Talking to a few locals they say it's the Moroccans and the Italians who steal and con people like that match-box game were you bet on which box has the little ball under, some hookers don't take no for an answer and are a pain in the aris, the beer/drug sellers bother you lots but unlike the prostitutes they take no as your first answer.
A few friends of mine in separate incidents had there wallets stolen on the metro heading back from the game but i experienced nothing myself, all in all in the day the place is a great city and i would definitely go back, at night you need to have your wits about you and you need to know were to go and were not to.
Great 5 night for me but i think it should be left as a one off.
