Rules were changed during COVID because teams were naming 21 and then come the match day 17 some were making a lot of changes, some suspicion it was not covid related and so coming into this season they decided you will lose an interchange to any changes to match day 17. Seems changing starting line up counts for this as well.

I know about the person being brought in from outside the 21 (we were to blame for that before covid I think) I didn't think a change to the teamsheet would incur that penalty.
