I am not 100% sure but I don't think you can do this because of the salary cap, he would count on the cap and for this reason if he signed it would only be on a permanent contract.

Correct, but as I understand it, Solomona's deal, if he comes. equates to a pay as you play deal in that it is a full time contract for a small amount of money with the expectation that he may not play the full season. On this basis his payment per match if his fitness record is similar to the last few seasons will be fair for him and the club. If he stays fit the payment per match will be heavily in the clubs favour. £20-25 k apparently for the season.
