Paying someone to stand at one of those little mobile kiosks, the type they sell programs from, promoting the game through the week, seriously you could pay some £200 a week to stand in Warrington town centre promoting it. For a normal game that's 10 tickets worth of cost, even if it by having that person there you got 11 extra people there that's a profit.
Try everything until you find something, it's easy to rubbish ideas, ok in your case BTS justifiably, with evidence but at least try.
Have a voucher in the season tickets, have one for another half price ticket, bring a friend offers, bring a stub from the last CC game and have a buy one get one free on the next CC game.

Just fill the stadium even if it is with kids, give the amateur clubs a free ticket if you're a registered player/coach in any of the Cheshire based RL clubs.
