It's been a while since most of us have seen him but I remember when he was at Wakey viewing some of the threads on their forum about him and the comments there were suggesting that in Academy games he was being outpaced by other players, so I wonder if he has had injuries and the edge has come off his pace.
The problem for a player like Penny who provides pace at the cost of other weaknesses is that when his pace goes he's in trouble. Compare this to a guy like Chris Hicks, when Hicks was at Penrith in the early 2000s he was the fastest player in the NRL, by the time he joined us the edge had come off his pace, he wasn't slow, but he wasn't in the very elite league for speed any more, but he was still a top class winger because of his other attributes. Scott Donald was similar, from his early days in the NRL when he was out and out bullet, to his latter days at Leeds when he'd lost the edge, he was still a top class winger.
Also regarding defence, people say if you are that quick it doesn't matter if you can't tackle because Offiah couldn't tackle, but there's a difference between Offiah-standard defence (not great, but able to get by) and Penny-standard defence (total liability). If Penny's defence had been as good as Offiah's then I think he would have done well in SL, not sure if he could have been as good as Offiah but he might have been like Nathan Blacklock.
