Do people not believe that playing such an important match at a ground like ours takes something away from the occasion? Same with Widnes being a semi final venue.
I would say it's 99% certain that if this match was held at the Reebok, then there would be more than 13,000 there. But you're right that the atmosphere might not be the same.
P.S. Hull FC v KR is the biggest derby in the world of rugby, either code.

Personally I look @ any match we are up against teams on the side of the Pennines as being a derby except the Crusaders

Well there's only 1 way to prove or disprove this thinking. Like I said before, if next years competition needs a semi final in the North West, and Saints aren't involved, then their new ground could be used to test the water. Also with it being 18k capacity rather than 25k or 35k then any potential 'damage' would be limited.

If you gave non ST holders the same rights to purchase tickets as ST holders at the same time, then doesn't that devalue the ST and give away a strong selling point for purchasing one? Jumping from a 13k crowd to a 16k crowd is nearly a 25% increase, just for changing venues, an extra 3k people who decide to buy a ticket based on what though?
But as a game are we aiming low or being realistic as to the numbers of people who want to pay to watch the game? Should a venue be chosen on what we perceive that the game needs or what it can actually hold?

How can you be certain though? Why would more people go to a larger stadium that is further away and probably cost more?
I think the biggest issue with the Challenge Cup, with the exception of a few games/teams, is that fans dont want to pay to watch it. Making it more affordable doesn't seem to have a massive impact on the attendance, making it free does though.

Maybe thiis is something that the RFL need to look at. They've already acknowledged that playing the exiles game on a "normal SL" weekend was a mistake. Maybe they should acknowledge this mistake as well.
