The rule is already in place for such infringement. If the player is in front of play the ball and the half back passes directly into him then the offence can be deemed a 'deliberate forward pass' and a penalty can subsequently be awarded to the opposite team. It's not hard to enforce the rules when they are already in place.

This one should have been seen as a forward pass, or knock on. Well at least we shouldn't see it happen again.

I think a forward throw of the ball should be a knock on. Allow the reverse ploy.

There are long established rules for a deliberate forward pass.

They shouldn't be so afraid to penalise the team with the ball... if a players "milking" on the floor, instead of just repeatedly shouting it, penalise the player.

I will never understand why refs allow attacking players to flop around like a fish out of water, or hold the opposition to win a penalty, with no risk of punishment.

Tomkins used to do it in every tackle, and others started copying because he was winning penalties.
