Either him or GOB. I think GOB is better imo.

I would agree. GOB kicked over a hundred goals in the U20's and looked just as metronomic as Bret Hodgson. In contrast Ratchford is a bit erratic, especially out towards the touchline. I suspect the current thinking behind the goal kicker may well be that Ratchford will always be in the starting 13, but GOB has still to cement his place.
