The way I think it works is that the clubs have to submit a First Team Squad of [iup to [/i25 players. They then may only select players from that squad for first team games. Should they wish to add players to it, or bring in players from outside the 25, they must get permission first. And the salaries of the top 25 (listed in salary order) must not exceed the cap.
So, I think they are entitled to only announce 24 and decide who is going to be number 25 whenever they like, provided they have left sufficient money after paying the first 24 to pay for number 25 without going over the cap. Then players from 26 onwards (in salary order, not necessarily squad number order) must earn no more than number 25.
By the way - Ben Evans has signed for Bradford for 2013. And we can have up to 5 players playing DR with Swinton, but they don't have to be the same 5 each week. So we can still ensure no-one goes too long without a game, although it all seems less than ideal to me.
