I think the clock is only stopped if the wind blows the ball of the kicking tee or the player is seen to be time wasting, not sure if there is a set amount of time though, The clock is also stopped if one team forms a scrum and the other team are not ready.

RFL have signed a deal with a clock makers, which means the name of the manufacturer has to be on the new clock. Hence the new clocks at every ground. Of course, they're only used when there is not a Sky game at the ground.
